Winchester City Council has an ambitious capital programme including regeneration of parts of the city, a new leisure centre and a programme for building new council homes.
Against this backdrop, we are looking to appoint a Strategic Procurement Manager. This is a significant and senior role providing both operational and commercial leadership for our procurement services. The successful applicant will have a crucial role in helping Winchester deal with complex challenges and seize exciting new opportunities.
This role will suit an individual who can bring considerable commissioning experience and can blend technical know-how with the ability to build relationships across and beyond the council. You’ll support and advise across a range of service areas, helping to enhance the effectiveness of procurement activity across the council. It presents an opportunity to make connections between what happens on the ground and the council’s strategic ambitions. Evidence of commercial contract management and procurement methods across a range of services are essential.
You will be a professionally qualified procurement specialist (MCIPS or equivalent), with significant experience in a similar sized organisation. You must be someone who takes an entrepreneurial approach, identifying and exploiting opportunities, with a well-developed understanding of procurement practices. You will demonstrate political awareness, emotional intelligence and resilience.
