This is a once-in-a-lifetime opportunity to play a vital role in the 2021 census programme. By capturing a detailed picture of the whole nation on a given day, census data is instrumental in shaping the UK’s future - from public services to business investment. We will look to you not only to lead operational delivery of the census, but also to help us transform how it’s done.
As the leading provider of official statistics, the Office for National Statistics (ONS) plays a unique part in informing national debate and improving decision-making across the UK. Our statistics are designed to support a wider public good in government, industry and across third sectors.
The census is critical for policy development and monitoring, nationwide. Its impact is far-reaching and significant - from the allocation of resources to local areas, to the planning and provision of services across Central Government and local Authorities. Your expertise will ensure the census is a success.
As Census Operations Manager, you will be instrumental in shaping new requirements and plans, to change how ONS interacts with citizens. We aim to put the needs of users first, and to focus on delivery and outcomes over process. Yet operational deliver, security and confidentiality remain crucial. Bringing fresh insight borne from experience, you’ll influence our plans for change.
We will look to you to manage census operations for the 2019 rehearsal and 2021 census. To ensure both are delivered successfully, you'll need to coordinate a range of business functions, monitor progress and facilitate key decisions. It all starts with a critical consideration of the operational delivery. Having implemented lessons learned from our 2017 census test, you’ll then move on to the operational delivery of numerous business function tests and then the management of the census rehearsal in 2019 and full census in 2021.
The consequences of your ideas, decisions and actions for the nation will be considerable. To be equal to the challenge you’ll need a proven track record of successful operational delivery, on complex and large projects and programmes. You have led the achievement of agreed quality and cost targets, and the fulfilment of high profile security and information assurance requirements. But it is your flair for building relationships and managing people that really set you apart.
Closing Date: 20th June 2017.
