Managing contracts, categories or procurement systems, you will be instrumental to improving commercial outcomes across the health sector.

The Department of Health deals with issues that matter to everyone - from funding social care, to preventing pandemics. At a time when England’s health and care sector faces its greatest challenge, we aim to deliver the world’s most compassionate and highest quality service based on individuals’ needs, not their ability to pay. Costing some £120bn per annum, healthcare is probably the largest single public sector internal market in England. What’s more, the NHS has set itself the challenge of £22bn efficiency savings by 2020/21, to close the gap between resources available and patients’ needs. Better commercial practice will be crucial to meeting the challenge. That’s where you come in.

We are seeking a range of skilled and experienced professionals to join us in three key roles:

Contract Manager

This is about much more than simply ensuring contract compliance is maintained. Working closely with strategic suppliers to government and the NHS, you will actively drive value for patients and service users. To be equal to the challenge, you will need to be a commercial thinker with a range of proven, relevant experience - from providing negotiation support, contract review and developing contract management processes, through to managing and mitigating contractual risks and issues.

Procurement Category Manager

Working closely with the Procurement Lead, you will design and implement a robust commercial framework, together with evidence-based procurement strategies for diverse categories and projects. Leading complex procurements, you will help to make the Department more efficient and collaborative. You will bring experience of a broad range of procurement categories including the use of option appraisals, market intelligence, spend analysis and risk management.

Procurement Systems Manager, Category Lead

Working with the Strategic Procurement Senior Manager, you will lead on the implementation, digitisation, assurance and governance of all systems that interact with procurement and contract management. What’s more, you will be the Cabinet Office’s main contact for reporting on policies and initiatives. As important as your working knowledge of e-procurement systems, purchase to pay technologies and PO processes will be your strong negotiating and influencing skills.
