Public Sector Commercial Officer-Two Positions Available


Under the guidance of the Commercial Leads and Specialists to work jointly and proactively across the Council encouraging staff to embed a whole system commissioning approach and commercial astuteness whilst providing commercial insight, support and challenge to the Council's commissioning activity.

To be an effective team player actively contributing to the creation and development of a Centre of Excellence for Commissioning Support which maintains the highest standards of professional


Main Role and Responsibilities

To assist the Commercial Specialists in their work with Commissioners, Business Partners and Contract Managers from across CC and with partners/stakeholders during the Analyse Stage of the commissioning cycle to:

    • Provide a source of market intelligence including sharing regional/national information, ensuring the appropriate use of Data & BI resources to help build market intelligence, and using those resources to facilitate structured research and or market engagement, to establish current trends and longer-term views.
    • Provide supplier/spend analysis, wider spend mapping and any contract performance data
    • Facilitate Commissioning Outcome Groups to help find solutions
    • Promote whole systems approach to optimise resource usage and the outcomes achieved
    • Facilitate Commissioners to identify potential commercial opportunities and sustainable savings

To assist the Commercial Specialists in their work with Commissioners, Business Partners and Contract Managers from across CC and with partners/stakeholders during the Plan stage of the commissioning cycle to:

    • Support development of commissioning strategies and plans and provide appropriate challenge
    • Lead on the development of category plans
    • Promote the development of commercial partnerships across sectors to increase opportunities for joint and integrated working
    • Support and challenge for development of market to create alternative provision (e.g. ability of community groups, citizens to respond)
    • Support the development of robust Business Cases and options development/analysis/appraisal, including providing quality assurance, securing senior management buy-in & price benchmarking
    • Propose a sourcing strategy for the option decided upon and ensure commissioning governance arrangements are in place and followed
    • Lead the investigation of commercial models/new delivery vehicles and support the identification of alternative forms of funding
    • Lead the development and promotion of incentivisation models, e.g. Payment by Results
    • Advise on development of outcomes and supporting performance metrics
    • Facilitate a sourcing process (for business critical and high value/risk projects)
    • Signpost to the relevant frameworks or delivery options available
    • Support effective mobilisation of contract management

To assist the Commercial Specialists in their work with Commissioners, Business Partners and Contract Managers from across LCC and with partners/stakeholders during the Review stage of the commissioning cycle to:

  • Lead on the framework for supplier and contract management to align risk/effort/benefits
  • Take responsibility for undertaking joint contract management of (selected) business critical and high risk/value contracts (working very closely with the commissioner) to ensure value is realised
    • Review supplier arrangements to take a wider view of value and performance to more than just the one contract (i.e. across the whole pathway, system, suppliers, supply chain)
    • Assist with review of /preparation for contract review, break points, exit (for business critical and high risk/value) including providing support for benchmarking
    • Provide support and advice for contract negotiations (for business critical and high risk/value)
    • Advise (with legal services) on contract variations/change control
    • Provide advice on contract management and supplier relationship management generally

Experience

  • Some office experience (possibly during holiday periods/internship/placement) and preferably in a procurement (or related) environment
  • 'Work Placement' or 'Year Out' spent in industry and preferably in a procurement (or related) environment
  • Experience of customer/client relations and engagement with stakeholders
  • Market analysis/data analysis/interpretation or manipulation of financial data


Qualifications

NVQ level 2 qualification in relevant subject or equivalent level of relevant experience Full job description available on request
