About The Role

A new Procurement Business Partner role has been created in the Procurement Department. You will work with all departments of the organisation in support of both strategic and operational procurement issues. The Procurement department itself is a small strategic team which represents the organisation on all procurement matters and manages a significant third party operational procurement team to ensure that contracting is undertaken in an efficient and effective manner. The department works closely with managers across the organisation to ensure that STFC follow its necessary regulatory, policy and contractual obligations and that procurement outcome provides value for money.

Specific role responsibilities and tasks include:

  • providing professional advice and training to STFC Project Manager on procurement matters
  • administration of organisation-wide Purchasing Card (including management of policy and process)
  • act as procurement systems “Super-user,” lead and support the department team on record keeping
  • review, negotiation and approval of special Terms and Conditions for medium value procurements
  • review and approval of medium value contracts and Single Source Actions
  • provide spend and other procurement analysis/reports.

About You

You will have a proven track record in contract management and working in public sector procurement, good verbal and written communication skills along with the ability to negotiate with others. You will be able to work on your own as well as in a team, have a demonstrable knowledge of public contracts regulations and have excellent IT skills. It would be beneficial if you had knowledge of CCS and other government frameworks along with the ability to determine when they are suitable. Experience of using Oracle,and Emptorus is desirable.
