  • To proactively keep abreast of changes in procurement legislation and provide senior Stakeholders with updates.
  • To develop business cases that identify, analyse and make recommendations on the most appropriate route to market for major (above OJEU) procurements.
  • To identify, develop and implement improvements and changes to the procurement function or procurement processes and to embed best practice, compliance and discipline to ensure a consistent focus on achieving value for money across the organisation.
  • Develop, train and communicate procurement best practice across the organisation.
  • To advise and support officers carrying out procurement and contract management throughout the organisation, initiating, supervising and leading contract negotiations where required.
  • To ensure that procurements are undertaken in accordance with the organisations standing orders, legislation and EU regulations and guidance.
  • To lead on collaborative working with other authorities on behalf of my client e.g. on the development of frameworks and other joint procurement initiatives.
  • Actively manage and control category spend in collaboration with lead stakeholders for each category.
  • To support the development and implementation of the e-procurement strategy.
  • To achieve continuous improvement of procurement by developing high level procurement skills and providing consultancy support and best practice throughout the organisation.
  • Providing procurement expertise, including advice on EU Public Procurement Regulations, including the most appropriate OJEU route depending on the circumstances.
  • Lead on supplier negotiations including contract drafting as an integral part of the supplier negotiating process where required.
  • To develop and improve working relationships with officers throughout the organisation and build upon professional procurement support, trust and integrity.
  • To prepare tender documentation on behalf of the organisation, analyse and evaluate tender responses in accordance with best value, legislation, standing orders and correct procedures.
  • Produce and maintain internal guidance documents and training on procurement and contract management.
  • Develop collaborative and effective working relationships with Internal Audit, HR, Legal and Finance teams to ensure that learnings are disseminated across the organisation.
  • To discharge other reasonable duties appropriate to the appointment and grading of the post.
