This terrific charity is looking for a motivated and enthusiastic Procurement Professional to lead Procurement and Contract Management activities as the charity grows and develops. Your remit will be implement procurement best practice and design procurement strategies to deliver the technical and commercial requirements required by the charity and ensure value for money. You will be supported by two Senior Procurement & Contract Managers.

Key Responsibilities Head of Procurement and Contract Management:

  • Leading and line management of the Directorate focused procurement and contract management team to meet the needs of the business by providing professional expert advice and support.
  • Provide commercial leadership to the team in tendering, negotiations and subsequent supplier management for multi-million pound contracts.
  • Manage the Senior Procurement and Contract Managers to balance the team’s workload utilising the Procurement Tracker and Contract Register to ensure the equal distribution of activities across the available resource.
  • Lead the Senior Procurement and Contract Managers to work with clients, the PMO, Finance and analyse the Contract Register to understand the highly varied future business requirements and develop a procurement forward plan and where appropriate prepare strategic category plans
  • Manage procurement and contract management activity risks by developing a disciplined procurement culture throughout the organisation and designing and drafting appropriate procurement policies, documentation and reporting framework.
  • Provide direction on the development of key supplier relationships to improve delivery performance including the implementation of Contract Management routines and toolkits for strategic / high risk agreements and centrally managed contracts.
  • Proactively leading high value complex negotiations through to contract award and when required, intervening to solve urgent business needs.
  • Monitor adherence of the team with regard to the use of standard procurement tools, templates, terms and documentation to ensure a consistent approach to undertaking procurement and contract management activities.
  • Support the generation of the Procurement and Contract Management dashboard reports and the identification and validation of savings opportunities to stakeholders and Exec Board.
  • Undertake any other duties that may be required within the scope of the job role. This may require travel to other organisational locations including occasional overnight stays.

 Qualifications

  • Fully qualified Member of the Institute of Purchasing and Supply (MCIPS) 
  • Educated to Degree Level (in Business, Finance or Legal related subjects) or significant relevant sector experience (desirable)

Knowledge & Experience

  • Significant experience of managing procurement exercises up to and in excess of £1 Million per contract.
  • Demonstrable experience of Procurement Strategy and Planning  
  • Demonstrable experience of undertaking Market Testing, Data Analysis and Benchmarking
  • Demonstrable experience of Supply Chain Management and Documentation (PQQ’s, ITT’s)
  • Knowledge of Procurement Finance (including whole life costing and asset disposal)
  • Experience of undertaking Performance Measurement in a procurement capacity
