The organisation: The OPA is a Public Corporation formed at the end of 1985 by virtue of the Oil and Pipelines Act 1985. It is sponsored by Secretary of State for Defence, and the MOD Director Commercial is the Departmental Sponsor. The OPA is the Ministry of Defence’s professional expert on bulk fuels storage and transportation by pipelines and its current mission is to provide for the safe, efficient, economic and effective management of 6 Naval Oil Fuel Depots (OFDs) and 2 Petroleum Depots in Cheshire.
We currently have a vacancy for a Technical Buyer based at our OFD at Gosport, Hampshire.
The role: We are currently recruiting for a Technical Buyer to support the OPA in the provision of goods and services and the selection process for contractors working in a high hazard environment in a safe and effective manner; paying particular attention to our role as intelligent client; conforming to company policies and Regulatory requirements.
This post will be based at Gosport, although a significant amount of travel between the OFD sites with some overnight stays will be required, therefore a full clean driving licence is essential.
The responsibilities include:
- Compliance with the Fundamental Principles of the Agency.
- Demonstrate the competencies of process safety as core to OPA’s culture.
- Ensure activities completed are fully compliant with company policies, procedures, financial standards and legal requirements.
- Report on activities and provide relevant management information.
- Prepare, negotiate and manage contracts as directed by the Procurement Manager
- Audit existing suppliers
- Conduct research as directed to ascertain the best products and/or suppliers in terms of best value, delivery schedules, safety and quality
A self-motivated and result oriented individual ideally qualified to Level 3 Certificate in Purchasing and Supply MCIPS or recognised equivalent, preferably in a COMAH regulated industry, ideally Oil and Gas. As well as working experience and knowledge of OJEU are both highly desirable but not essential.
Well-developed communication and relationship building skills, as well as an ability to raise commercial awareness amongst colleagues is a prerequisite of this post. As are maintaining high standards of probity and confidentiality. With the ability to build strong credible and positive working relationships with established and potential new suppliers.
