1st Executive is recruiting on behalf of a high-profile Public Services institution. Our client seeks to recruit two Procurement Managers - This is an exciting opportunity to join an organisation that has been investing heavily in the continued growth of their Procurement capability, and focusing on the development of Category Management strategy to help more efficient and effective procurement solutions.
Predominantly providing expert and robust advice on procurement legislation and regulations in accordance with the category plan.
This could be procurement procedures, letting contracts, preparing procurement strategies and implementing a wide range of supply, service, consultancy, research equipment and works procurement arrangements.
Take responsibility for various assigned categories of spend and create and lead cross-functional sourcing teams to deliver significant demonstrable cost savings and other efficiencies, in conjunction with the Senior Category Manager.
Identify and liaise with internal and external stakeholders (suppliers and collaboration partners) as appropriate, is essential to understand and influence sourcing decisions.
Undertake procurement procedures assigned including high value, complex and high-risk projects where required.
Another 25% of the time will be spent carrying out detailed assessment/analysis of issues, problems, and opportunities, to analyse supply market players, supply market conditions and relevant cost drivers in order to scope, procurement, implement and deliver compliant, quality and value for money arrangements.
HND, Degree, NVQ4 or basic professional qualification.
Membership or studying towards Chartered Institute of Procurement and Supply (or equivalent membership of relevant professional body).
Experience of undertaking procurement procedures compliant with relevant organisational and legislative procurement requirements
Knowledge of Public Procurement Regulations
Experience/knowledge of category management principles with successful realisation of associated benefits.
