Senior Manager Procurement and Contracts
The Office of Qualifications and Examinations Regulation (Ofqual) regulates qualifications, examinations and assessments in England.
Ofqual is seeking an experienced Procurement professional to provide an effective procurement function aligned to policy and delivery needs, which delivers the best possible commercial outcomes. You will provide governance, advice and guidance to colleagues engaging in procurement activity, and robust contract management advice ensuring that arrangements are in place for effective contract management.
The successful candidate will be a CIPS qualified (or equivalent) self-starter, capable of juggling competing priorities, and have experience of developing and implementing a procurement strategy, supplier and contract management in a similar role.
You will have a good working knowledge of English contract law, EU and UK Government procurement regulations, and how they can be pragmatically applied.
A good communicator with strong commercial nous, you will be able to build effective relationships and communicate with colleagues and external parties at all levels, to think commercially and negotiate project outcomes effectively, and identify solutions to any problems that arise.
You will be flexible and resilient with a natural ability to plan, prioritise and organise self and work in order to achieve objectives within deadlines. Highly numerate, with strong IT / excel skills and attention to detail, you will ideally have experience of public sector procurement, and of operating efficient procurement processes in an ERP system, preferably Oracle.
