Head of Procurement and Commissioning Support
Leicestershire County Council is an ambitious local authority committed to delivering a better quality of life for people in Leicestershire and better value for money for the taxpayer. Excellent procurement and commissioning plays a key role in this – enabling us to improve the quality of our services as well as gain significant savings.
We are currently looking for a new head of service to lead our procurement and commissioning support team, reporting to the Assistant Director for Corporate Services. Managing a team of around 20 staff, you will be responsible for leading the delivery of our sourcing activity. You will also support departments which are managing significant spend in areas such as social care, public health, highways, waste management, etc, enabling them to make the best possible commissioning decisions, manage contracts effectively and manage relationships with our key suppliers. In addition, you will have a corporate leadership role, developing the council’s strategic approach to commissioning and procurement and working with officers and Members to spread best practice across the council.
Candidates will need to have a CIPS qualification as well as significant experience in a large and complex organisation in the public or private sector - but we are not simply seeking a procurement technician. Indeed, the successful candidate will need to be commercially focused, innovative and ‘can do’, with the ability to influence senior colleagues and work closely with external partners in order to further develop a high performing procurement and commissioning support function that will make a tangible difference to the way we run services for our 680,000 residents.
