About Our Client
Seven Force Strategic Collaboration Programme has been established to enhance policing services to the public by driving out further efficiency and effectiveness through an ambitious collaboration programme with Bedfordshire, Cambridgeshire, Hertfordshire, Essex, Kent, Norfolk and Suffolk Constabularies. The overarching aim of the programme is to deliver enhanced public service, efficiency, effectiveness, value for money and savings across the seven police constabularies. Procurement is seen as a critical function in the respective constabularies that could really gain significant benefits from further collaboration and the centralisation of the function serving the 7 forces. As a result there is need to appoint a Head of Strategic Procurement.
This is a unique opportunity for an innovative and driven senior procurement professional to implement and develop a single procurement function across seven forces.
The new Head of Strategic Procurement will be responsible for implementing and leading a single procurement strategy for the seven forces with a combined spend of c£200m. This strategy will focus on a unified approach to dealing with suppliers, a consolidated procurement and supplies provision, the alignment of infrastructure, systems and contracts that will deliver significant savings and service provision to the 7 forces. In addition manage and develop a team of c40 staff across 3 keys hubs in the region ensuring resources are fully utilised to deliver a best in class service whilst managing and influencing key stakeholder expectations.
The Successful Applicant
To succeed in this high profile post you will be at the top of your profession with an impressive track record of success operating in complex organisations. You will have significant experience operating in procurement leadership roles having previously reported to or been a member of the board of directors at your previous organisation.
You will be technically strong, possessing extensive knowledge and understanding of current contract law and the application of EU Public Procurement Regulations and legislation. You will be MCIPS qualified and experienced in preparing specifications and evaluating tenders, including those operating under framework arrangements and EU directives.
Of equal importance are strong negotiating, influencing and communication capabilities coupled with robust leadership and the ability to manage change. You will be politically and culturally astute with a natural talent for embedding these considerations in your dealings with senior stakeholders.
You will demonstrate sound judgment and consistent delivery over and above expectation within challenging environments. In addition, represent the function and act as senior advisor to the seven Chief Officer teams, Police and Crime Commissioners and their Chief Executives, influencing and contributing to the strategic direction of the procurement function across the collaboration in order to ensure that the service supports the strategic plans and objectives of all seven forces.
