Morgan Law is currently supporting Royal Borough of Kingston to recruit a Head of Strategic Commissioning and Procurement responsible for the development of the corporate commissioning framework and supporting the organisation to deliver through effective procurement and contract management arrangements

Kingston is set to be one of the fastest growing parts of London, therefore the Council is focused on progressing its thinking to deliver the best possible outcomes for its communities. To do this Corporate Heads of Service are required who thrive in a networked organisation and who can work corporately, across complex networks and systems and provide strong operational leadership within a strategic context.

The Head of Strategic Commissioning and Procurement will manage a newly established team and drive the delivery of savings and transformation programmes such as Smarter Commissioning and Better Contracting. This will involve commissioning a strategic partner on an innovative commercial model, shaping the Council's end-to-end commissioning approach, championing social value, and working with services across the organisation to develop commercial capability and acumen.

Key Responsibilities:

● Lead change and innovation, building a working culture that encourages innovative, smart and collaborative working

● Ensure that procurement is outcome focussed and supports the organisation to effectively deliver within legal and governance arrangements

● Provide leadership to the Commissioning and Procurement Service to ensure high performance within a networked operating model

● Develop a vision for the service in line with corporate strategy and influence others to achieve this through effective cCommissioning practice and pPerformance mManagement

● Commission services and activities to secure the best outcomes for service users and deliver optimum value for money

● Manage the performance of the service, working with colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement

● Support the organisation to deliver effective contract management ensuring the Ccouncil has the right skills, capacity and tools to be effective

● Help ensure the Council maximises social value outcomes from commissioning activity

● Translate internal and external intelligence in order to continually adapt and improve the service in line with need and demand

 

Person Specification:

● Have a degree or relevant professional qualification, preferably Chartered Institute of Procurement and Supply (MCIPS)

● Experience of delivering complex procurements projects in public sector

● History of building successful procurement functions and leading change

● Proven track record of managing commissioning and procurement focused services and activities

● Display commercial confidence with the ability to encourage innovation and collaborative working
