Director of Procurement, Supply Chain and Transport Service
Job Summary/Job Purpose:
Responsible for the overall leadership, management and performance of a complex Procurement, Supply Chain and Transport Service. This includes the delivery of contracts, which cover all NHS Wales organisations, the value of which currently exceeds £449M. The provision of special projects in support of Welsh Government initiatives with a current value in excess of £100m. The provision of a materials management service with a current stores throughput exceeding £32M with over 4,500 customers across Wales.
Ensure that the function is led and developed in line with requirements and objectives of each of the stakeholders. Provide credible and strategic leadership and be the key point of contact for all stakeholders. Work collaboratively to positively influence others’ perception concerning the value of effective and efficiently run supply services to Boards and Trusts in Wales. Provide strategic direction, oversee internal operations and continually work to develop internal capability in order to deliver the wider strategic objectives. Act as the primary interface with Organisation Board Leads and Supplies Teams to ensure all systems, process, standards and procedures comply with requirements. Represent NWSSP on all strategic supply groups across NHS Wales, Welsh Government (WG) and the Welsh Public Sector. Achieve these objectives whilst conforming to European Legislation and the highest standards of probity in the public service.
To lead the ongoing development of the All Wales Oracle Financial Management and Procurement System (FMS) and to represent the organisation on the National Oracle Consortium Board and to manage the performance of the new Oracle FMS contract on behalf of the Health Boards / Trusts.
The post holder will be responsible for the management, design and development of procurement information systems that will impact on Health Boards / Trust across Wales.
To lead the Professional and Performance Development of the Procurement Services Function including the organisation and development of Procurement Services for both Central and Devolved (local) services across a range of Health Board / Trust locations.
The post holder will have responsibility for a range of policy development and implementation for the Procurement Directorate as well as implementing national policies and strategy which will impact across the organisation and Health Boards / Trusts across Wales.
The post holder will be responsible for facilitating a culture of continuous quality improvement and performance across the Function. Present the organisation as progressive, responsive and innovative which promotes new thinking.
Responsible as a line manager for several services and to lead staff and team matters across Procurement Services and facilitate the development of all Central and Devolved Procurement Services staff to ensure their skills and capabilities match the requirements of the Procurement Services Function, Directorate services and the organisation over time.
To lead the commercial and legal interface with the private sector in large scale procurements and developments and the management of highly complex, highly sensitive and highly contentious issues and negotiations. This will involve highly developed communications skills to manage the commercial undertakings.
To represent the Managing Director of NWSSP where appropriate, advising on highly complex long term strategic, development, commercial and planning issues as required.
The post holder will be required to lead the EFQM Excellence process across the whole Organisation.
