Main purpose of the role
The Procurement Manager role includes:
Supporting the Deputy Head of Procurement and NAO colleagues in all procurement and contract management related workstreams including:
- Planning and managing procurement and contract management activities. This involves client management including analysing the internal client’s requirements, advising them on the best approach, influencing the route to market, reviewing business cases, specification and tender documentation for compliance, highlighting any issues and ensuring that requirements are fair and do not discriminate. Also, to undertake contract tendering and negotiations, advising on commercial risks;
- Maintaining overview of NAO contracts and suppliers and ensuring proper documentation through the contract database and management information system.
- Contributing to and supporting continuous improvement projects to ensure processes and practices in line with procurement legislation and contract management best practice.
- Provide technical support and assistance to the financial audit and value for money teams who are reviewing wider procurement practices across the public sector. This will involve drawing on existing knowledge and experience of public and private sector procurement.
- Proactively manage own portfolio of procurement competitions, including providing up to date professional and expert advice on the most appropriate sourcing strategies in line with NAO procurement policy, public sector procurement law and established best practice.
- Applying professional judgement to ensure the effective and efficient delivery of procurement strategies and processes, including analysing the internal client’s requirements, advising them on the best approach, providing guidance on process and templates, and reviewing their work for compliance highlighting any problematic areas (ensuring that requirements are fair and do not discriminate).
- Advertising on the e-tendering portal and managing relationship with bidders including providing information and guidance on NAO tender processes and managing clarification requests.
- Advising and supporting NAO colleagues on developing contract management strategies, risk management and supplier performance management such as defining Service Level Agreements (SLA) and Key Performance Indicators (KPI).
- Providing ongoing contract management advice and support to contract managers in line with NAO standards on contract management (providing guidance on their responsibilities and skills to manage contracts to internal customers).
- Managing the NAO’s contract renewal and expiry processes; this includes reviewing contracts coming up for expiry, or renewal and proactively liaising with teams to build compliant procurement strategies.
- MCIPS or working towards it - essential
- End to end procurement experience, including working within EU procurement regulations OJEU, Contracts Finder and use of frameworks (direct award/mini competition)
- Procurement generalist: Corporate Services, HR, Digital services, Finance etc.
- Proficient in the use of e-tendering portals used for majority of NAO procurements
- Articulate written communication e.g. must be able to assist with the preparation of specification and prepare contract and invitation to tender documentation, as well as internal briefing, minutes, recommendation papers etc
- Develop and maintain professional relationships with customers throughout the business.
- Ensure customers are provided with timely and accurate procurement advice.
- Ability to manage time and to prioritise own work effectively, often needing flexibility to deal with concurrent or conflicting timetables
- You must be a UK, Commonwealth, EEA or Swiss national to comply with Civil Service nationality rules and must hold a valid work permit. We are not able to sponsor work visas.
