We are supporting a Public Sector client based in Greater Manchester who are on the look for a Senior Buyer to join their growing procurement team. This is a permanent opportunity with a salary of up to £30,000 on offer and also includes a 3% flex fund.

Key Tasks & Deliverables:

  • Deliver procurement support, advice and guidance to a wide variety of public sector organisations, predominantly within the NHS;
  • Source and purchase goods, services and other requirements on behalf of our clients, in line with specified policies and procedures and Public Sector procurement requirements (including PCR 2015 as amended).  This may include RFQs and ITTs;
  • Monitor spend trends and recommend areas for improvement, leveraging spend across spend categories or client clusters to achieve tangible cost savings for our clients, including standardisation activities;
  • Develop creative procurement processes to deliver solutions, within the scope of the clients financial policies and procedures and any appropriate legal requirements;
  • Manage, develop and motivate a team of Buyers, including individual development and performance management;
  • Identify Savings at every opportunity by identifying and consolidating spend amounts;
  • Proactively increase contract coverage using NHS SBS Contracts, National Contracts and Local Agreements
  • Build relationships with, and attend regular update meetings with key stakeholders at the client site, to identify upcoming pipeline of activity, manage ongoing requirements and explore new opportunities to add value into their existing practices;
  • Manage contract registers provided by our clients, ensuring they remain up to date;
  • Manage waiver registers on behalf of our clients, ensuring they remain up to date and proactively identifying future scope for workplans;
  • Managing the approval process for Purchase orders raised over £100k, ensuring POs are correctly raised in line with the required evidence requirements;

Experience Required:

  • Member of or training to be a member of the Chartered Institute of Purchasing and Supply (CIPS)
  • Public Sector procurement experience
  • Oracle P2P experience
  • Experience of working within the requirements of PCR 2015
