The Category Manager role:

  • Working with the Estates Services Senior Management Team, you will be accountable for establishing and implementing a complex portfolio of effective procurement strategies, processes and controls in respect of capital projects and premises management within our client’s estates portfolio; and to monitor the resulting effectiveness to enable continuous improvement
  • As Category Manager you will ensure the implemented procurement strategies and processes leverage spend, optimise value for money, support the efficient and cost- effective purchase of goods, services and works and align to the Procurement Strategy
  • You will lead complex tendering activity across Capital Projects, Estates Operations, Asset & Space Management and related categories, delivering best value for money and mitigating identified risk
  • You will also be responsible for developing effective working relationships with senior stakeholders to ensure that the strategies and processes established align to the wider strategic objectives and the needs of departments
  • To provide professional leadership, management and advice to Buyers and Purchasing Managers within the Purchasing Department, devolved departments and Estates Services’ Teams as a trusted advisor
  • Strategically plan, manage and oversee procurement exercises to develop a comprehensive portfolio of preferred supplier framework agreements
  • Work collaboratively with colleagues to develop purchasing strategies, in respect of major projects, promoting value for money, early engagement of departments through business partnering and the development of demand pipelines, and influencing wider strategic commercial decisions (e.g. make or buy)
  • Lead complex commercial and legal negotiations
  • Develop and maintain robust processes in line with best practice, which are followed by all Purchasing Department team members
  • Develop annual targets for savings, penetration and other performance measures and identify projects to support the realisation of those targets
  • Periodically review the services being provided to Estates Services, and refine approaches and priorities to ensure a high quality service is delivered
  • Develop and deliver training and provide expert professional advice and support to Estates Services in adhering to the agreed processes
  • To manage direct reports (Buyers and Purchasing Managers)

  Essential Skills & Experience:

  • Proven experience of procurement leadership with an ability to ensure a high quality procurement service is delivered
  • Experience of managing multi-million pound procurement projects in complex, cross-functional environments
  • Experience of negotiating complex commercial and contractual arrangements with suppliers
  • Experience of establishing and improving purchasing processes and controls
  • Experience of developing value-add relationships with suppliers and internal customers
  • Ability to influence at all levels both internally and externally to bring complex matters to conclusion
  • Good analytical skills (to support the development of evidenced procurement strategies)
  • Proven experience of highly effective communication skills, both written and orally, in particular communicating information to technical and non-technical audiences at a range of levels
  • The ability to handle and prioritise a complex portfolio of activity in a challenging environment, particularly co-ordination, organisation, and the ability to focus on achieving deadlines (including effective delegation of appropriate tasks)
  • Degree education

  Desirable:

  • Recent and significant purchasing experience in support of major capital programmes (including construction (design and build), project management, quantity surveying, engineering structural, mechanical, electrical and public health) and architectural services including space planning).
  • JCT, NEC, GC Works
