The organisation

BGS is a world leading geological survey that provides a core science mission to inform government of science related to the subsurface and its interfaces and also undertakes applied research for solutions to earth and environmental processes. Founded in 1835, BGS is an applied geoscience research centre within the Natural Environment Research Council (NERC) and part of UK Research and Innovation (UKRI).

UKRI is a non-departmental public body, bringing together the functions of the seven Research Councils, Innovate UK, and Research England and seeks to maximise value from government’s investment in research and innovation of over £6bn per annum.

Procurement

BGS spend is complex and accounts for almost 10% of UKRI’s total spend of more than £520m per annum. BGS buys a wide range of complex and sometimes unique products and services including equipment, technical services and infrastructure to support a range of end-users and sites including some which are shared with other organisations. The organisation works in partnership with a shared services centre which supports contracting for common goods and services.

The UKRI Commercial Function provides a wide range of commercial support to the whole organisation but the majority of its effort is focussed on the management of the whole procurement cycle including planning, sourcing and contract management in a compliant manner while providing value for money.   

The Role

We are currently recruiting a range of procurement and commercial professionals to support an exciting expansion of the wider UKRI in-house commercial group. The BGS Procurement Manager, working and reporting to the BGS Commercial Business Partner, will support research staff on all of their complex procurement projects. Working out of the Keyworth site but supporting the wider BGS community the Commercial Manager will play a key part in ensuring that the business obtains maximum benefit from its procurement.

This is a new role, adding to the wider, decentralised UKRI team and part of a three-fold expansion in capacity and skills across the organisation. The role will be responsible to:

  • Provide local expertise and support to end-users to undertake a range of medium value complex procurement tasks including sourcing and contracting
  • Provision of expert advice on all aspects of regulations and controls and representing UKRI’s risk appetite in procurement decisions
  • Act as initial contact and escalation route to the local Commercial Business Partner
  • Support the development of local procurement practice and contract management skill
  • Undertake multiple procurement sourcing/contracting actions as required using the most appropriate route to market to deliver best value and compliance
  • Provide expert procurement advice to local end-users including when procurement should be directed to the shared service centre
  • Provide direction on local procurement issues as they arise, making decisions that will lead to added value for BGS and to UKRI
  • Involvement in local commercial assurance, planning and in-house Contract Management
  • Building collaborative relationships with local stakeholders, acting as initial escalation point for key decision making and medium value contract sign-off
  • Maintaining up to date project case folders for performance management and audit purposes.

About You

You will

  • Be educated with higher level qualifications and probably be MCIPs qualified (or working towards)
  • Have significant experience of complex procurement within the public sector
  • Have skills in the production of procurement documents including specification development and the use of e-sourcing applications
  • Be able to interpret procurement terms and conditions to ensure suitability
  • Be used to providing leadership on the creation of relevant tender evaluation models
  • Have good commercial awareness and be a confident negotiator.
